Introduction

The Prosci 3-Phase Process begins by defining success to achieve clarity and alignment on what the change is aiming to deliver so you can more effectively manage to outcomes. 


Prosci Change Triangle (PCT) Assessments

The PCT assessments is a tool that shows four critical elements of any successful change effort and how they are interrelated: a shared definition of success with leadership/sponsorship, project management and change management.

4 P's To Define Success

The 4 P's is a tool that helps define what the project is, why we are changing, what we are changing, and who will be changing.


We will be bringing many services in-house- human resources, fleet, construction management, legal/counsel, risk management, real estate

we will not be changing dtech, CUBS and clerk of the board services.

 

Project - What is the project?

Transitioning staffing services from County to Districts

Purpose - Why are we changing? What are the project objectives? 

Because District's want to be able recruit its own workforce, develop its own policies, and manage its own operations

Particulars - What are we changing?

We are changing the districts make-up from two separate sewer entities to a single-merged entity. At this time, we are only focused on the legal merger of Regional San and SacSewer. Upon completion of the merger, changes to the organizational structure may be contemplated to increase efficiencies where possible. 

People - Who will be changing?

Mostly staff and management that deals with these services.
