Application Valid?	Lifeline Admin	For the districts to be able to process an application, the ratepayer needs to provide enough information in the application to identify the ratepayer. Did the ratepayer provide this information?
Process application	LifeLine Admin	Run and print out a credit check on the ratepayer to see if they qualify for a rate reduction.
Application approved?	LifeLine Admin	If the ratepayer is below certain income thresholds, they are approved. Did the ratepayer meet these thresholds?
